Wege in die Nacht / Paths in the Night (Andreas Kleinert, 1999) Seems like 60% a truly great and formidable film, but on one viewing I'm not convinced it's fully there. The political text and subtext and overtones either exceed my meager knowledge, or aren't fully fleshed out, or - I suspect - a bit of both. But from the evidence of this film, Kleinert "has it" as a filmmaker.
